Resume uploads #554

Investigate resuming partial uploads, as discussed in https://github.com/ncw/rclone/issues/87

@yadayada - I just want to take a moment and thank you for the continued development on this tool - it's allowed me to keep a backup of all our family pictures, videos, and other irreplaceable digital content. We had a friend have their house broken into a few months ago and they took a laptop that contained the only copy of many pictures pictures. Needless to say I they are now very interested in this solution!

I honestly think there is an opportunity for anyone interested to leverage this and a Raspberry Pi as a lightweight/inexpensive NAS that just leverages space on ACD.
