Change Picking Strategy to use "Pick Slots" rather than a hard-coded order

Currently (after the schema changes are implemented), the following tournament rules/settings seen in several community tournaments aren't supported

This includes:

• Deciding picks/bans/protect before the match starts.
• Ban/protect in the middle of the match.
• Map specific win-conditions (e.g. I know a tournament that had a relax map in the pool with a miss count win con)

To resolve this we could:

• Make a ridiculous "scratch" like visual programming system for how matches can run
• Make a generic Rule model where there are several rules stored in a RuleSet and the ruleset is played per match

A version of this is actually in scope, and I have an idea for how to do it.

This would require a fair bit of effort to move over from the current logic of the system, but will be advantageous for ultimate control, and it shares a very similar to the streamer overlay
