The issue tracker is hard to find. #4

What steps will reproduce the problem?
1. Look at the top of this screen. 'Project Home', 'Downloads' and 'Source' 
are listed.
2. 'Issues' is not listed.
3. It would be nice if it were.

Can the issue tracker be enabled in the top menu?
