Added Civ 4 game speeds with adjustments #26

I would like to add the Civ 4 speeds file with two minor changes from the Gods & Kings ruleset.

  1. 0.5 culture cost multiplier instead of 0.67 in default UnCiv ruleset for Quick speed
  2. +25% production bonus for constructing units when playing on Marathon speed (3.0 is 25% bigger than 2.4)
