As for why it affects Edinburgh/Dublin - those exist as a city-state with a blocker unique (actually, that's now three: "uniques": ["Will not be displayed in Civilopedia", "Will not be chosen for new games", "Excluded from map editor"]
) because long long long ago before we went to emulate most of G&K they were actual city-states not Celt cities, and as backwards compat to support loading older games they stayed in the nations file. Babylon/Carthage/Rome are different because they're both nations and cities.
While really really really very minor, not worth the hallowed title "bug" (which incidentally is listed as synonym for "feature" in a Microsoft Word thesaurus, I've got a screenshot to prove it - oh wait no I gimped that).... If someone feels like it, go ahead and remove the old compat citystates from nations.json and add a few hideIcons = true
parameters in WonderOverviewTab
. I have noticed this slight incongruity in the past, so there's at least two votes for it.

Argh, I didn't explain the issue well enough. Look at the second screenshot, you'd think Edinburgh and Dublin are City States, or City States cities conquered by the Celts, right ? They aren't, they are regular cities founded by the Celts, just like Persepolis for me. Same with the first screenshot, "Near Rome", is it Rome the city or Rome the nation ?

I don't think so, I don't think it's intentional. I think it's more likely an unwanted side effect of Babylon, Carthage and Rome sharing the same name for the nation and the capital, and Edinburgh and Dublin being City States in Vanilla in the past.

Indeed, but I could only report it as a bug or a feature request and it's not the later, so I had to report it as a bug, I think ? Also I thought it was worth reporting, at least for the Celtic cities, because it can be pretty confusing, especially in the notifications tab. Like "Why is a City State attacking me ? Oh the city belongs to Celts, when did they capture it ? Why can't I liberate it after taking the city back ?" That kind of things.
Thanks for fixing issues so fast ! Unfortunately, they still appear on the Notifications tab (see last 3 screenshots) in 4.12.11.
Is there an existing issue for this?

Describe the bug
Some cities have a Nation or City State icon before their name in the Wonders and Notifications Overview tabs. The cities Babylon, Carthage and Rome display the Nation icon. Edinburgh and Dublin display a City State icon. This can be confusing, especially for the Celtic cities, as they aren't City States at all.

As far as I know, it only affects those 5 cities, and it only happens in the Wonders and Notifications Overview tabs. The notifications on the side of the main screen are fine.
