Great People do not spawn #250

From the beginning to the Cultural Victory, the only Great Person that I got was the free artist from The Louvre.

This is, in fact, an offshoot of 'specialists don't work', so I'm closing this specific issue But thanks for commenting! And feel free to add more issues when you find them!
