Exploring units don't try to explore tiles that are too far away since this would lead to extreme performance issues You need to manually tell them where to move to and then tell them to keep exploring from there So this issue is correct, but it's by design

Describe the bug When I tell units to explore (either Scout or sea unit), it tells me they've explored everything, but you can see it hasn't been.
To Reproduce On the next turn, tell the sea unit to explore and it will do it for a minute before stopping.
Expected behavior Units should explore until all accessible dark locations are seen.
