Yup, flags are processed after the pop assignment in city.nextTurn... Question is, how to fix 'created' improvements not triggering pop assignment at the same time...

Describe the bug At the beginning of a turn, when a resistance has just ended, the food do not go up. Instead, you need to go into the city menu and select for a specialization (like food) and deselect it and the food production return to its normal state.
If you don't do this, the problem will persist even for the next turn.
To Reproduce Steps to reproduce the behavior:
Expected behavior When the resistance end, the food production should go back to a normal rate automatically.
