GISplunge: Segfault in CSV mode #11

Segmentation fault (core dumped) after successfully writing last file from the CSV. This occurs even with a terminating newline; adding an extra line of whitespace @ EOF does not help.

No segfault in the Tennessee or Alberta relabeler programs. What's different?

Fixed with completely rewritten CSVmode, 20180218.
