canvas: quotation marks in city field

Quotation marks in City field. Blindly writes entire City field, quotation marks included, to HTML. Has the effect of closing City attribute, followed by garbage text in the JavaScript, followed by another "quotation" nothing is done with. JavaScript cannot cope.

Solution?

• ~ChoppedRtesCSV in highway.cpp: convert " to \" within City field. Or...~
• Write a function to convert on output, and not mangle the strings till the end. No performance loss; either way it's done once per route.
