Upgrade to Rails 7

Story We would like to upgrade Management and Blacklight repos to Rails 7.

Acceptance Criteria

• [ ] application is on Rails 7.0 or higher
• [ ] test suites green
• [ ] parity with app prior to upgrade


Engineering Notes Steps for upgrade:

• upgrade gem version in Gemfile and bundle update
• Upgrade rails packages in package.json
• Add sprockets to gem file
• Run rails app:update
• Verify defaults
• Verify deprecations

This is mostly being done under Ruby 3 but will need to go back and do some cleanup including setting Rails 7 defaults.
