In the Management App, when a parent object has no children, the option "Open with Permission" does not appear in the 'Visibility' drop-down menu. We would like the "Open with Permission" option to be available to all parent objects, regardless of the number of children.
There may be some instances during the reassociation process where a parent is created before children are moved to it. Or, if a staff member accidentally deletes children from an OwP object, they may want to keep the OwP visibility before adding children back.
Acceptance

[ ] Choosing "Open with Permission" allows user to select a Permission Set from the Permission Set dropdown
