Create Open with Permission documentation

Story We need documentation to help staff understand how to use the Open with Permission functionality in Management and Blacklight.

Documentation should include the following:

• How to manage Administrators and Approvers
• How to assign and remove Terms & Conditions
• How to assign objects to Open with Permission Visibility
• How to review Permission Requests
• How users can request permission in Blacklight
• How users can use Saved Items to create a 'backlog' of requests in Blacklight
• How users can handle active requests in Blacklight

The MVP is basically complete, so we can start documentation now and make tweaks as staff report any bugs, etc.

Acceptance

• [ ] Management documentation created
• [ ] Blacklight documentation created (put in same file for ease of use, but make it its own section)
• [ ] Documentation added to DCS Documentation Inventory spreadsheet
