Update Database Cleaner #2934

Summary

During the work for ticket #2932 a number of merges into main failed due to flappy specs. Recent updates to the newer version of the gem may alleviate the issues with duplicate id errors and users that were not being removed from the database in CI.

Acceptance Criteria

[x] database_cleaner-active_record updated to v2.2.0

Deployed to Test with release v2.72.1

This update only affects our test suite. No issues with building the app so will promote this to UAT.
