Remove Tagging #2966

Summary

Addition of tagging to management worker and intensive worker services caused deploys of the management app to not successfully complete. The error was caused by not using the long format of arn tags.

Acceptance Criteria

[x] management app and it's dependent services deploy successfully

Deployed to UAT and was successful with management, management worker, and intensive worker deploys.
