conf-pkg-config is required for ctypes.foreign, not ctypes (base package) #630

...I haven't thoroughly confirmed this, but this is my current understanding. I am using ctypes, but not ctypes.foreign or libffi, in Luv. If pkg-config is indeed not necessary for ctypes, it would be useful to remove it from Luv's dependency cone.
