The purpose is to have a free text description associated to a command that is being issued, or that is already issued.

Command Stack View: Add a field in the issue command wizard to enter the description. The description will be added in the IssueCommandRequest.
Command History View: Add menu to add description to a command. This will call the API to update a command history field.

This feature is dependant of the Yamcs feature # 183, which is currently under pull request and needs to be merged.

Update has been merged in yamcs-core, build is passing now.
