Add a MDB Browser view #43

As users/operators don't always have access to the source MDB data, a request is to have a view dedicated to browse the Mission Data Base. It should at minimum contains these information contained in the Yamcs XTCE MDB:

Paquets structures
Parameters list per packet
- Parameter Engineering type
- Parameter Ranges
- Parameter Calibration

FYI I started working on something like this. Although I'm reducing scope to only a 'Parameters' view. My main goal is to support parameter completion while not connected to a live MDB (presumably via xtce xml).

Related goals:

Non-confusing behaviour when connecting/disconnecting to Yamcs
Add timesavers (i.e. drag-and-drop one or more parameters straight onto a display editor)
Foresee growth pattern for support of working offline with commands as well
