research_screen.py(319).  condition > should be >=

What steps will reproduce the problem?
1. Assign a research job from the main screen

What is the expected output? What do you see instead?
CPU assigned should == CPU needed if you have a matching setup.  One extra
base is always assigned.

What version of the product are you using? On what operating system?
0.26a, Linux, source

Please provide any additional information below.
What can I say?  I'm lazy.
