Такая же проблема

При смене версии gradle plugin с classpath 'com.android.tools.build:gradle:3.1.4' (самая актуальная, устанавливается по дефолту в Android Studio) на classpath 'com.android.tools.build:gradle:3.0.1' собирается без ошибок
