Breaking Change: Assembly Strong Name #15

All NuGet packages uploaded to nuget.org will be signed with strong name key in this repo.

This might be a breaking change because you can't partially upgrade the package version (e.g. Bulk <=6.0.28 and Bulk.SqlSever >=6.0.29). This will need to re-build all dependency to upgrade the package version.

In version 6.0.29 there will be no code logic upgrade compared to 6.0.28, so there wasn't any code difference to stay at old version.
