opt-in plugins - expand click-to-flash #8

it would be nice to give users the option to opt in to plugins on a case by 
case basis. this means expanding clicktoflash.

first stop would be to make click to flash more informative. then think about 
how we can use it with other plugins, if any.

Private browsing isn't enabled by default in Torora, so in order to protect 
against Flash Cookies we would need to enable it by default 
(https://trac.webkit.org/wiki/Fingerprinting#iii.FlashCookiesLocalSharedObjects)
 or at least enable it before the plugins are enabled.

Note that private browsing protects against a local adversary inspecting your 
hard disk, so isn't always a sensible default for someone who wants to browse 
anonmyously  but is happy that there local machine is secure.
