Adding Political Data pyabsa #48

I am a data scientist and would like to finetune Pyabsa model on sample custom annotated political data. Please merge this into ABSA datasets in order to continue my training process

Thank you for your PR, I have merged it into V2.0 branch. Before I update register this dataset in PyABSA and give it an alias, you can use dataset = 'political' to use this dataset.

Thank you yang heng. I am experimenting to fine tune my model on a small sample dataset. If it works, planning annotate a bigger dataset.

Once you decide to update the dataset, please make a PR then. And I may reorganise the dataset name and ID in the future.
