Integrate yiidoc workflow with yii github repo #127

Hey translation team!

I just created an issue on github where I'd like to discuss the change of 
yiidoc workflow that is needed since yii moved to github. As we are seeing 
people sending pull requests with translation changes to yii repo on github 
that would be very difficult to merge, we have to think about a new workflow.

I am currently trying to find a way how translating would be as easy(or even 
much better) as now with git and github.
I'd like to read your input and ideas on that here or on github over there:
