Different message translations fot pt and pt_br

The Portuguese spoken in Portugal and in Brazil differ. While this does not 
bother developers reading documentation, general Web users of websites made 
with yii may feel uncomfortable.
I'd like to suggest splitting the translation of the framework messages in 'pt' 
or 'pt_pt' for Portuguese as spoken in Portugal and 'pt_br' as it is spoken in 
Brazil.

I can myself help the pt_br translation of the framework messages.

What version of the product are you using? On what operating system?

Adding qiang to the discussion, I would like to know his thoughts about this.

Qiang, what's the impact of such split? All the translation we have so far is 
in brazilian portuguese, so, from the translator point of view, all we need is 
rename the pt directory to pt_br, right? Is there anything else that need to be 
done (maybe update the dropdowns in the docs pages of the site to display 
Português Brasileiro, instead of Português?

I suggest we keep the original pt translations and then create a new pt_br 
translation (you may copy from pt initially) and make changes accordingly.

Done. Now all the brazilian portuguese translation will go into pt_br.

I think that we should include this change in the release notes of 1.1.8 so 
everyone knows that the application language must be changed from pt to pt_br.
