Модуль Apache SCGI для RHEL можно найти в 
репозитории EPEL5 (пакет mod_scgi):
http://download.fedora.redhat.com/pub/epel/5/
На ваш выбор: можете ставить бинарную 
версию, или собирать из SRPMS.

The SCGI apache module for RHEL5 you can found at EPEL5 repo (look at
mod_scgi package). You may install binary RPM from there or rebuild you own
from provided source package (at your personal choice).

в centos 6.3 невозможно поставить mod_scgi из centos 5, 
т.к. в 6 centos используется знерщт 2.6, а для 
mod_scgi нужен 2.4
