Disable function that reaches out to website for the list of securities due to eror 403 #90

Only local function could work properly. Tests need to be adjusted as well

web function can be re-purposed to return saved data from package

This issue will be resolve by using custom HTTP agent when reaching to sec.gov in line with their guidelines https://www.sec.gov/os/accessing-edgar-data
