Missing pasangan glyphs in Noto Sans Javanese #297

Noto Sans Javanese is missing pasangan glyphs for the following Javanese 
consonants:
– U+A989 (PA CEREK)
– U+A98A (NGA LELET)
– U+A98B (NGA LELET RASWADI)
– U+A990 (KA SASAK)
– U+A999 (JA MAHAPRANA)
– U+A99C (TTA MAHAPRANA)
– U+A99E (DDA MAHAPRANA)
– U+A9A3 (DA MAHAPRANA)
– U+A9AC (RA AGUNG)

For comparison, the pasangan glyphs of the Tuladha Jejeg font are shown here:

What steps will reproduce the problem?
Look at GSUB lookup 0, which maps consonants to their pasangan forms when 
preceded by U+A9C0.

What is the expected output? What do you see instead?
I expect mappings for all consonants in the Javanese script, i.e., from U+A98F 
to U+A9B2. However, the characters listed above don't have entries in this 
lookup.

What version of the product are you using? On what operating system?
Noto Sans Javanese 1.01.

Android is now shipping the Noto Sans Javanese font, so it's more important to 
get a fix quickly.
