Is your feature request related to a problem? Please describe. When defining / checking / updating a “Web page – divide” feed, if the web page does not load properly it is impossible to access the commands related to "download filters", or "content extraction rules". I also find the location of Handy's commands quite messy.

Describe alternatives you've considered None.

Additional context My proposal does not imply any change to the program commands, they are just relocated and grouped in a different way. Any menus not included there would remain as is, whether they are "notifications" or "article refresh" configuration menus, or anything else.
