晚间高峰时段限制用户下载数量 #238

1.统计用户再晚高峰时段下载的小说数量
2.限制用户只能下载N个
3.vip用户不受限制
4.在线收听不受限制

栏提示“高峰时段（21:00-24:00）最多可以下载N集，已达到限��
�”，点击之后进入下载管理界面，并且toast提示“开通VIP会��
�，享受无限制高速下载”，用户试图继续任务时弹出对话框�

开通VIP会员，即可享受无限制高速下载”，按钮为“开通VIP"�

集数设为友盟在线参数，可以在后台动态调整

增加了保存当前日期，以及当日的下载数目。用户重启应用��
�会跳过 限制，不过用户修改日期修改时间，仍然会跳过限制
