User-friendly options on first run #387

Grafx2 could detect first time it's running (gfx2.cfg/.ini missing) and show a 
window with helpful options for new users.
The ones I'm thinking:
- Which default keyboard shortcuts to use: Grafx2, or Photoshop
- Which skin to use originally: The default for this release (may vary), or 
"Classic", in order to have same icons as in the manual.

We should make a tool/script to extract icons from script and put them in the 
manual for each release.

The "photoshop" keyboard shortcut mode is useful only for people already 
knowing photoshop... Not sure they qualify as beginners ? :)
Could be provided as an alternate ini file for them (may be integrated in the 
Windows installer with a question at that point).

Not sure it's worth adding it inside the program itself...

I've said new user, not beginner artist :) People who know Photoshop shortcuts 
by heart are likely to get the most of Grafx2 very fast if the shortcuts that 
they "try" intuitively happen to work the same.

I'd recommend this panel to be in the program instead of installer, because it 
would apply much more often: On all platforms (instead of Windows-only), using 
all means of distribution (compiled by user, zipped executable, installer), and 
for every version of the program, including WIP.
