Why i can not restore the whole options on an new computer using the bac file from another computer? #229

What steps will reproduce the problem?
1. make the bac file for full options on one computer
2. copy them to the new computer
3. restore it on new computer, no error, said success, need restart the chrome, 
but nothing changed after restart the chrome.

What is the expected output?
get the same full options in new computer

What do you see instead?
no error, but nothing changed

Operating system:
Windows

Error Log:
copy it from "chrome-
extension://caehdcpeofiiigpdhbabniblemipncjj/console.html"

Please provide any additional information below. Attach a screenshot if
possible.
