What steps will reproduce the problem?
1.Clicking the Proxy Switchy button in Chrome
What is the expected output?
I expect switchy to work as it did in Lion, or to have an explanation that it
is okay to authenticate.
What do you see instead?
A window pops up with "scutil is trying to modify the system network
configuration. Type your password to allow this." wanting authentication.
Operating system: Mac OS X 10.8.1 (Mountain Lion)
