Implement get_aserial helper function #67

This PR adds get_aserial helper function that tries to use already created ASerial objects.

I think this is totally reasonable and happy to merge @kadykov. Please do update the CHANGELOG.

On the other hand if we want to depricate aserial perhaps we shouldn't be putting more functionality around aserial in core, per #69

I'd like input from @ksunden
