frontend: Add support for `NoInitAction`s

Currently frontend cannot run NoInitFunctions - it has to be routed to /actions/noinit

At the moment it effects GodModeAction and AddCultureAction.
They should be probably available only to superusers (this is the current implementation on backend)

Support added, NoInitActions are available for any orgs - for the AddCulture action
