This issue can be closed when a README has been added. Ideally, the README should

  1. Describe what the software does
  2. Describe the dependencies the software relies on, if any exist
  3. Describe how to install the software
  4. Describe how to use the software
  5. Describe development and code maintenance protocol
  6. Include a statement about the license (or lack thereof) attached to the software

This issue is partially fixed by the most recent commit. In the future, I should use PRs from my development branches.
