Experiencing this same behaviour, did you find a solution?
I did not, I simply deleted the folder manually

What is the current behavior?
When I run yarn cache clean, it causes a high cpu node process and does not exit even after 30mins. I have upgraded to the latest version and the same issue. I have now manually deleted the cache folder and it still the same issue. I have to kill the process and can not cmd/ctrl+c out of it.
What is the expected behavior?
Not to freeze.
