[FEATURE]: Download playlist starting from a custom track index number #1091

Describe the feature

It would be great if there was a possibility to enter an optional index number after the playlist URL, and if that index number is present tidal-dl would start downloading at that track number and not at the very first track on the playlist.

This is useful if I have a very long playlist, think 1000+ tracks, and then the download fails at some track in the middle. This way next time I could restart the download from that track. It is also useful if one adds a couple of new track to that long playlist and in this way you could start downloading starting with only these newly added tracks.
