Error loading JSON file (OK) #389

What steps will reproduce the problem?
1. Deploy "index_debug.html" to server, with associated files.
2. Adjust to contain key and swf reference
3. Load in IE10

What is the expected output? What do you see instead?
Expected: swf document to display
Actual: 'Error loading JSON file (OK). Please check your configuration'

What version of the product are you using? On what operating system?
FlexPaper_2.1-1.5_c_readonly

You need to supply a JSON file if your browser doesn't support flash and you 
want to fall back to html. See our PHP or ASP.NET examples on how to set this 
up properly

Does IE10 not support flash? I really don't want to fallback in this case.

I've removed the html fallback from the config.
