Freeze on mobile provider networks; APN proxy usage

Some mobile providers have proxies that do not work okey with SandroB.
Reasons unknown so far. Maybe missing Keep-Alive http header.

There will be setting ON/OFF to use APN proxy or not.

Mobile provider proxy issue is more complicates. This is simple solution.

Default value is ON
