Do not restart services when the package is updated #1048

Problem

The system hangs when it is updated by the initscripts service and it contains an updated version of this package.

Solution

Do not restart yast2-installation services when the package is updated. (see https://en.opensuse.org/openSUSE:Systemd_packaging_guidelines#Registering_unit_files_in_install_scripts)

Note: It will not help if the system is updated with previous versions of the package but will help with future ones.
