Remove the pull request template #1289

Problem

I have enabled using a shared global pull request template in https://github.com/yast/.github/pull/6
The global file was copied from this repository so it is not needed here anymore

Solution

Just remove the file from this repository

Coverage remained the same at 97.777% when pulling 55c732d35ca62fcc136c64da63003a5705516af9 on remove_pr_template into aa2df447491bd490f6741ee587a23b8674f54824 on master.
