Cannot use ~ easily on European keyboards (WZ/Burglish) #166

For keyboard layouts, it's not a problem. But for Roman input methods, "~" is 
tough to type on some keyboards (European ones).

This is an odd case, because the number keys assume the same thing (that 
they'll be easy to get to) and few keyboards violate this. Still, they are 
basically control keys --maybe we should translate use translated keys for 
this? 

It's too much of an issue for 1.8, but we should look into this for 1.9.
