feat: add ability to reorder evidence #127

Feature Request

Currently everything is added in sequential order. Some users may want the ability to insert items between others or reorder the timeline.

This was actually originally supported by the drag and drop functionality, but it was explicitly disabled here with itemDragging. It should be reenabled.
