Single column layout lays out widgets according to order user added the widgets to dashboard. This changes so it will layout in order they appear in the grid view. Allowing users to be able to control the order their widgets show up in the single column version.
This was reported by a user who didn't want to recreate a dashboard so they could get single column order the way they wanted.
This will allow user more control over widget order in single column views.
Proposed Changes
Add sort-by-layout helper and place it in single column view.
Most files changed merely due to adding a new test dashboard and test widgets.
