small spider buff #82

Spider feels like one of the weakest zombie classes to me. It can be good but most of the time its not. This commit will increase the hook grab time from 2 to 3 seconds and create a config var for it. It also changes 1 config var so the spider will always catch humans that go into its hook, not only in web mode. I think these changes are small and will not have a big impact, only buff the spider by a bit.
