[feature] general enhancements

Suggested contributions as a starting point, then I might go deeper.

• [ ] Migrate codebase to python 3.11
  • Python 3.11 released October 24, 2022 which comes with lots of improvements and changes. I've been thinking about the below implementation.
  • toml to build system requirements
  • add note for traceback
  • exception group to handle multiple unrelated exceptions
  • in typing module there is now a direct way to emphasis on required/non-required class attributes.
• [x] Repackaging project structure to feature level
  • As we scrape across different platforms, I would recommend to go with feature level to isolate logic.
• [ ] non-coder/coder documentation
  • Since it helps technical and non-technical people, I would recommend to differentiate the documentation based on the background.
• [x] GitHub actions
