開発環境を整える

概要

必要なパッケージや、エディタの設定、テスト環境などの整備を行う

やったこと

• [x] package.jsonにスクリプトなどの設定を追加
• [x] VSCodeの設定を追加
• [x] ESLint + PrettierからBiomeに移行
• [x] format, lintをかける
• [x] Vitest + React Testing Libraryの環境を構築
• [x] shadcn-uiを追加
• [x] storybookの設定
• [x] PRテンプレートの作成

CIについては別のPRで行う。 unit test, component test , lint, formatはやりたい。できればVRTもやりたい
