Migrate to `gravity-ui/release-action@v1` #665

Currently we use yandex-cloud/ui-release-action@main. It's not supported anymore. It's better to migrate on supported version

Update: workflow will change, since we integrate ydb-embedded-ui release flow with ydb core repo (https://github.com/ydb-platform/ydb-embedded-ui/issues/654). Probably, gravity-ui action won't be applicable anymore
