What is the current behavior?

There is no way to apply dynconfig https://ydb.tech/docs/ru/maintenance/manual/dynamic-config for YDB Cluster

Issue Number: YDBOPS-9608

What is the new behavior?

Determine what the user has put in the spec.configuration field
- strict check for dynconfig type (top-level keys "metadata" and "config")
- compatibility for static config
